Introduction

The ERR (Emergency Response to Returnees) project is financially supported by Christian Aid for duration of 4 months (Jan 2017 to Apr 2017). The project is implemented by STARS in Laghman Province of Afghanistan. The overall objectives to Identify the most vulnerable and affected population among the deported returnees and support the urgent basic needs of the needy families which currently returned from Pakistan through non-food items (NFI),out of 12000 estimated families around targeted  250 families in returnees camps (Gambery and Nahri-e-Karim) in Laghman province and to cover the gap of the basic needs of the most vulnerable returnee families for the winter season to save lives and restore the livelihoods of the most vulnerable returned refugees. And respond the acute and evolving protection needs, and restore the dignity of the deported returnee’s and the most vulnerable families.

The Christian Aid funded project has strategically responded to support the small number of the returnees in Laghman province, through NFIs.

Objectives:

  1. Identification of the most vulnerable and Affected population among the deport returnees families from Pakistan.
  2. To support the urgent basic needs of the needy families which currently Returned from Pakistan through non-food items (NFI), around 250 families in returnees camps (Gambery and Nahri-e-Karim) in Laghman province.
  3. To covered around the gap of the basic needs of the most vulnerable returnee families for the winter season.
  4. To save lives and restore the livelihoods of the most vulnerable returned refugees.
  5. To respond the acute and evolving protection needs, and restore the dignity of the deported returnee’s and the most vulnerable families.

Achievements:

STARS has identified 250 household the most vulnerable families, for supporting through NFI distribution, STARS has successfully implemented the emergency response through NFI distribution winterization standard package which were provided by Christian Aid to 250 returnee households in Nahri-e-Karim and Gamberi returnee’s informal settlement camps.

Before the NFI distribution STARS has provided NFI Cards to distribute for the eligible beneficiaries before NFI distribution.

Issue:

  1. Insecurity challenges and internal conflict had very bad effects on the networking and cooperation system in the whole communities.
  2. Delay approval for project implementation from Local authorities, it is affecting the work plan and project implementation schedule.
  3. Interference sometime of irresponsible people in the camp.
  4. Challenges from DORR side, delay provision of authorization for project activities, the returnees were requested from local authorities to nominate a specific area for living.
