In early June 2008, Coordination of Afghan Relief (CoAR), Organization for Sustainable Development and Research (OSDR), and Skills Training and Rehabilitation Society (STARS) took the initiative of establishing a working network. The move came to make the relationship between these organizations more systematic and formal after cooperating with each other in different areas proved to be more productive. Furthermore, the initiative is directly in line with the Afghanistan NGOs Law, Article 9 of which states that nongovernmental organizations can enter into partnerships and networks to improve, expand, or implement their activities and projects .Also, the current trends and the need for reconstruction of Afghanistan lend sufficient justification for the establishment of such a network.

In 2010, two NGO’s namely ECW and HF and in 2013 AREA and APWO succeeded to join CEN. In addition Gorbat Radio & TV and Sharq Institute of Higher Education also has joined the CEN (Civil society Empowerment Network), in 2014 two NGOs namely AUTEO and CAHPO joined CEN (Civil society Empowerment Network).

The Asian Disaster Reduction & Response Network (ADRRN) is a network consists of 34 national NGOs from 16 countries across the Asia-Pacific region. With a strong footprint in the region, the network members are constantly engaged with local communities strengthening their ability to combat disasters, providing humanitarian aid like food, water, shelter and health care, protecting critical facilities like schools and hospitals, creating awareness, advocating for policy changes and improving the capacity of community based organizations. The secretariat is based out of kualalumpur, Malaysia.

ACBAR, the Agency Coordinating Body for Afghan Relief & Development, is an Afghan independent body bringing together 135 national and international NGOs working in Afghanistan and abiding by the humanitarian principles of independence, neutrality, impartiality and humanity.

As a collective ‘voice’ of NGOs operating in Afghanistan, ACBAR is dedicated to aid effectiveness, capacity development, advocacy, coordination, and information exchange services to address humanitarian recovery and sustainable development needs of the country.

ACBAR was created in August 1988, in response to the demand from the many aid agencies and international donors for a coordinated approach to humanitarian assistance in Afghanistan and for Afghan refugees residing in Pakistan.

The Child Protection Action Network (CPAN) is an inclusive network of governmental and non-governmental organizations involved in providing child protection services, members of the Children’s Protection Network work together to protect and promote the rights of children in Afghanistan, The provision of emergency and urgent cases to persons under the age of 18 and regular educational opportunities for the community and departments to improve national understanding of child protection issues.

CPAN network is a group of institutions (governmental, non-governmental, and civil society) working together to protect children.

Accordingly, the CPAN network consists of representatives of all governmental and non-governmental agencies and local authorities who, in accordance with a robust ethical and administrative commitment, are coordinated with all possible facilities for the members and departments concerned for children at risk (girls and boys under 18 years of age) They work together for the full protection of the child. CPAN is a member of all the departments and has been tasked with managing the work of the Ministry of Social Affairs of the Ministry of Education and Science.
